Václav, you should read this two tickets:

The 492 may be a better fix for your problem, better than "if
((tmp_timeout - last_timeout) > 0.1)".
There we have patches for 2.0.4 too.

The only problem I can see with the trick you made, is that you are
cleaning sockets too frequently, and this can make your varnish
somewhat slow on higher loads.
