it is a part of VRT for use from VCC to generate the PRIV_TASK arguments to vmod
functions.

It was not intended by phk for how we (geoff, myself) use it all over the place.

A couple weeks back, I even wrote a prototype to replace it, and I guess we'll
come back to that after 6.1 soon-ish.
